This tool turns a still JPG photo into a short FLV (Flash Video) clip — it holds your single image on screen for a set number of seconds and wraps it in the legacy Flash container. It does not animate or add motion to a still photo; the output is the same frame held for the duration you pick. This page is for people who need an FLV specifically (a legacy Flash player, an old RTMP/media-server workflow, or a course package that still expects .flv), and it explains the few settings that matter plus when you should reach for MP4 instead.
The three settings that change your result the most are Duration, Video Codec, and Background Color.
FLV is a legacy format with no path forward for new content: it was developed by Macromedia, first released on September 10, 2003, later maintained by Adobe, and effectively retired alongside Flash Player at the end of 2020. Make an FLV only when something downstream genuinely requires .flv — an old learning-management package, a legacy desktop player, or an RTMP/media-server pipeline that ingests FLV. For anything you'll share, embed on a website, post to social media, or play on a phone, skip FLV: convert your photo with JPG to MP4 for a universally playable clip, JPG to GIF for a short looping image, or combine several photos with Image to Video. If your JPG is a frame grabbed from DRM-protected or corrupted media, re-export a clean JPG first — the converter can't recover a damaged source image.
No. A single JPG becomes a static clip — the same frame held for the Duration you set (default 5 seconds). There's no panning, zooming, or animation. If you want movement, you need an actual video source or an editor that generates a Ken Burns-style effect; this tool simply wraps your still image in an FLV container.
For maximum compatibility with old Flash players, keep the default FLV codec — it's the original Sorenson-Spark-derived H.263 variant every Flash Player supports. Choose H.264 (also valid inside FLV) for the best quality-per-byte if your target player handles H.264-in-FLV, or the Flash Video / Flash Video (v2) lossless screen codecs only for sharp screen-capture-style frames, since they produce much larger files for photographic content.
For almost everything, pick MP4. Adobe ended Flash Player support on December 31, 2020, no modern browser plays FLV natively, and no current platform asks for it. The only good reasons to output FLV today are a specific legacy requirement: an older LMS/course package, a desktop Flash player, or an RTMP media-server workflow that still records FLV. Otherwise use JPG to MP4.
Yes. Upload all your images and keep the Merge images strategy — each photo is shown for the Duration value in upload order, producing a single FLV slideshow. Switch to Video per image if you'd rather get one FLV file per photo instead.
A JPG has no audio, so the converter produces a video-only FLV by default. FLV containers can carry MP3 or AAC audio, but since the source is a still image there's no soundtrack to include. To add music you'd need to merge the clip with an audio file in a separate video-editing step.
The default FLV codec is lossy and re-encodes the frame, so in our testing a detailed photo shows mild softening of fine textures and gradients compared to the source JPG, similar to a moderate JPEG re-save. For a title card or a simple graphic the difference is hard to spot; for a high-detail photo where sharpness matters, select the H.264 codec or a lossless Flash Video codec instead.
