DV is the raw Digital Video codec captured from MiniDV and Digital8 camcorders — high quality, but heavy, at roughly 25 Mbit/s. MPEG-2 is the broadcast and DVD-era codec that compresses the same footage far more efficiently, which is why it is the format DVD authoring expects. Yes, some. DV uses light intra-frame compression; MPEG-2 adds inter-frame (GOP) compression to shrink the file, so re-encoding discards a little detail. Keep the Preset on Very High or push the bitrate toward the DVD-Video ceiling of 9.8 Mbit/s to minimize visible loss. Because DV is standard definition, the conversion cannot add resolution or sharpness that was never captured.
The file is MPEG-2 video, which is the codec DVD-Video requires, and you can keep the SD 720 × 480 (NTSC) or 720 × 576 (PAL) frame the spec expects. For a burnable disc structure you still run the resulting MPEG-2 through DVD authoring software, which multiplexes it into the VIDEO_TS / .vob layout. In our testing, a one-hour DV capture re-encoded around 5–6 Mbit/s comfortably fits a single-layer 4.7 GB DVD with room for menus.
Match your source TV standard: 720 × 480 at 29.97 fps for NTSC, or 720 × 576 at 25 fps for PAL. DV is already at these dimensions, so leaving Video resolution on the original frame avoids unnecessary scaling. Only change it if you specifically need a smaller frame for a non-DVD target.
MPEG-2 output defaults to MP2 audio, which is the standard audio codec for DVD-Video and broadcast MPEG program streams. That keeps the file playable on hardware DVD players and compatible with DVD authoring tools without an extra transcoding step.
If your goal is playback on phones, computers, smart TVs, or the web, yes — convert DV to MP4 for H.264, which delivers noticeably better quality at the same file size. Choose MPEG-2 only when you are authoring a DVD or feeding broadcast/legacy hardware that explicitly needs it.
