A .dvr file is a recorded-TV clip — most commonly Microsoft's DVR-MS ("Digital Video Recording") format that Windows Media Center wrote to disk, though some cable and satellite set-top boxes also output .dvr files of their own. These recordings are bulky (broadcast-quality MPEG-2 runs several gigabytes per hour) and open on almost nothing outside the box that made them. DivX is an MPEG-4 Part 2 (Advanced Simple Profile) video format — the same codec family as Xvid — that packs that footage into a much smaller .avi or .divx file playable on DivX-certified DVD players, car head units, and older media hardware. This conversion trades a giant, locked-in recording for a portable file those legacy players accept.

Usually yes. DVR-MS holds broadcast MPEG-2, which is bandwidth-heavy and can run several gigabytes per recorded hour. Re-encoding to DivX (MPEG-4 ASP) typically yields a substantially smaller file at a watchable quality, which is the main reason people make this conversion. You control the trade-off with the Quality Preset or by setting a Specific file size or bitrate. Note that MP4/H.264 would shrink it further still for modern playback.
Some, yes. This is a real re-encode from MPEG-2 to MPEG-4 ASP, not a lossless re-wrap, so there is a quality cost at lower bitrates. Re-encoding can't add detail that wasn't recorded — a standard-definition broadcast stays standard-definition. At the default Very High preset the result is close to the source at normal viewing distance; drop the preset or target file size only as far as your player and storage require.
They're the same MPEG-4 Part 2 (ASP) family and split from a common codebase years ago, so most certified players that handle one also handle the other. DivX is the commercial branding; Xvid is the open-source sibling. A file produced as DivX generally plays on Xvid-capable hardware and vice versa, which is why "DivX/Xvid" is listed together on most legacy DVD players and car stereos.
No. Premium cable and some satellite recordings get flagged "Copy Once" or "Copy Never" by the broadcast flag and are encrypted to the machine that recorded them — no converter can legally remove that protection, and those files only play on the original device. Free-to-air over-the-air recordings and unencrypted captures convert normally. In our testing, unprotected DVR-MS recordings transcode to DivX cleanly while protected ones fail to decode at upload.
Cable and satellite boxes sometimes write their own .dvr files in proprietary, often encrypted formats that differ from Microsoft's DVR-MS. Unencrypted recordings (MPEG-2 in a standard container) generally convert fine; encrypted box recordings tied to a subscription will not. If DivX doesn't play smoothly afterward, try DVR to AVI for broader legacy-hardware support or DVR to MP4 for modern devices.
