A .dvr-ms file is recorded TV from Windows Media Center: Microsoft's Stream Buffer Engine wraps an MPEG-2 video stream and MP2 or AC-3 audio inside a proprietary container, then adds recording metadata. Converting it to a plain .mpeg2/.mpg file turns that broadcast into a standard MPEG-2 stream you can edit, author to DVD, or open in tools that never understood the DVR-MS wrapper. Because the source already carries MPEG-2 video, the conversion stays within the same codec family — the stream is re-encoded (there is no stream-copy mode), but with no cross-codec change the picture stays visually faithful at the default preset.

Some Windows Media Center recordings carry a broadcast flag — copy-protection DRM set by the broadcaster. Those files only play back on the PC that recorded them and cannot be transcoded by any third-party tool, including this one. Only unprotected recordings can be converted.
DVR-MS recordings carry either MPEG-1 Audio Layer II or Dolby Digital AC-3. Both map cleanly into an MPEG-2 program stream, so the soundtrack keeps its codec family — including multichannel AC-3 from a broadcast — though the track is re-encoded rather than copied. You can switch the Audio Codec under Show All Options if a target device needs a specific track.

For watching on phones, tablets, and modern TVs, MP4 with H.264 is smaller and far more universally supported — use DVR to MP4 for that. They are two generations of Windows Media Center's recorded-TV format. DVR-MS came first, in Windows XP Media Center Edition, wrapping MPEG-2 video with recording metadata. WTV replaced it starting with the Windows Media Center TV Pack 2008 and Windows 7, with better handling of HD and digital broadcasts. If your file ends in .wtv rather than .dvr-ms, it is the newer format — convert from there instead.
Yes — plain MPEG-2 is one of the most widely accepted inputs for video editors and DVD-authoring tools, which is a large part of why removing the DVR-MS wrapper is useful. One thing to know: MPEG-2 uses long-GOP compression, where most frames depend on neighboring ones, so a frame-accurate cut re-encodes a short span around each edit point. Most editors handle this automatically.
