HEIF (.heif/.heic) is a still-image container — the format an iPhone saves photos in, with the picture stored as an HEVC-encoded frame. MPEG-2 is a 1990s digital-video standard built for DVDs and broadcast TV. This converter bridges the two: it takes a single HEIF photo and renders it into a short, silent MPEG-2 video clip that simply displays that one image for a set number of seconds. It does not animate the photo and it produces no audio — the output is a still frame held on screen, in a container an old DVD authoring tool or set-top player will accept.

Not by itself. A playable DVD-Video disc needs a VIDEO_TS folder with VOB, IFO, and BUP files, plus any menus — a structure that DVD-authoring software builds when it imports your clip. .mpg and .mpeg are the same thing — an MPEG program stream that can multiplex video and audio together. .m2v is an elementary stream that holds only the MPEG-2 video, with no audio muxed in.
