HEIF (.heif/.heic) is a still-image container that usually holds a single HEVC-encoded photo, while SWF (Shockwave Flash) is Adobe's legacy multimedia format. Before you convert, read the compatibility note below: Flash is a dead format, so the resulting SWF will not play in any modern browser without an emulator.

Is Converting HEIF to SWF Still Useful?

Adobe ended Flash Player support on December 31, 2020, and began blocking Flash content from running on January 12, 2021. Chrome, Edge, Firefox, Safari, and Opera have all removed the plugin technology Flash relied on, so a .swf file will not open by double-clicking it or by loading it in a current browser.

The only practical way to view an SWF today is a workaround — the Ruffle emulator (which targets older Flash animations, with incomplete ActionScript 3 support) or Adobe's standalone Flash Player Projector. If your goal is simply a viewable photo or a shareable clip, SWF is almost never the right target. Convert HEIF to a standard image with HEIF to JPG or HEIF to PNG, or to a modern silent clip with HEIF to MP4 instead. Choose SWF only when a legacy authoring tool, archive, or playback system specifically requires it.
