Yes — there is no way to shrink the file without decoding and re-encoding it, and this converter has no stream-copy mode. The source codecs are already lossy, so compress once from the original rather than stacking passes, and keep the settings modest: a clip born at 176×144 has very little quality budget to spend.
They start small — a minute of handset-era 3G2 is often just a few megabytes — so percentage-wise wins are limited. Trimming is the exception: cutting a 2-minute clip to the 15 seconds that matter removes nearly all of the size at zero quality cost. For everything else, expect modest gains before blockiness appears.

Sometimes, incidentally: the re-encode rebuilds the container and timestamps, which can cure bad seeking or wrong durations.
