Why does my converted AV1 file have no sound?

A raw .av1 file is a video-only OBU elementary stream — the AV1 format on its own has no place to store an audio track. If your 3G2 had AMR or AAC audio and you need it back, convert to a container instead: 3G2 to MP4 or 3G2 to WebM both wrap AV1 (or another codec) alongside the audio.

Will converting 3G2 to AV1 improve the video quality?

No conversion can recover detail the original never recorded. 3G2 was built for extremely low-bandwidth CDMA conditions, so the source is already low-resolution and low-bitrate. AV1 makes that same footage smaller and playable in modern software, but it will not look sharper than the original.
