A .3g2 file is a 3GPP2 recording — the container CDMA2000 handsets wrote for video messages and camcorder clips, standardised in January 2004 and built on the same ISO base media file format that MP4 uses. HEIF is the High Efficiency Image File Format, ISO/IEC 23008-12, which stores a single picture coded with HEVC. This page sits between the two: it decodes one frame of the video and writes it out as a still. Nothing about the motion, the audio track or the timeline survives — the output is one picture.
The interesting part of this particular pair is the mismatch in eras. 3G2 clips are typically 176x144 or 320x240 because that is what CDMA handsets recorded, while HEIF was designed for 12-megapixel phone cameras. The efficiency HEIF is famous for barely registers at these sizes, which is worth knowing before you pick it over a plain JPG.

Because the brand box literally reads heic, a file produced here is structurally the same thing an iPhone writes. If an application insists on the .heic spelling, 3G2 to HEIC writes the identical payload under that name.

On a 320x240 frame the difference between Highest and Medium is a handful of kilobytes either way, so there is little reason to move off the default here. The preset earns its keep on large stills, not on handset video.
Almost certainly not. A 3G2 clip recorded on a CDMA handset is usually 176x144 or 320x240, which is between 25,000 and 77,000 pixels. HEVC needs very few bits to describe a picture that size, so a few kilobytes is the correct answer. The Specific file size control opens with 8 MB in the box, which is far larger than any frame a 3G2 can produce — if you use that mode, put in a realistic number rather than leaving the placeholder.
No. The frame is decoded from whatever the handset's encoder recorded, so H.263 blocking, motion smear and the low frame size all carry through unchanged. HEVC coding inside the HEIF preserves that decoded frame efficiently, but preserving is the whole job — no setting adds detail the CDMA-era codec never captured. Picking a still moment rather than a pan gives a noticeably cleaner grab.
Not without help. HEIF is an operating-system image format rather than a web one: iPhones, iPads and Macs open it natively, Windows needs Microsoft's HEIF Image Extensions installed, and Android support depends on the device and the gallery app. Browsers do not render it at all. If the still has to be readable everywhere, 3G2 to JPG or 3G2 to PNG is the safer target.
No — a HEIF holds a picture and has nowhere to put a soundtrack, so the AMR, QCELP or AAC audio in the clip is discarded. Frame grabbing and audio extraction are separate jobs here; if you need the sound as well, run the file through an audio target afterwards. This matters more with 3G2 than with most formats, because CDMA handsets often recorded speech-only codecs that modern editors will not open directly.
Nothing on this page, because the audio is never touched. Those CDMA-only speech codecs are the usual reason a .3g2 refuses to open in a video editor, but frame extraction only needs the video track to decode. If the file will not load at all, the video track is the problem rather than the audio.

.heif from here the same thing as an iPhone .heic?Structurally, yes. The file-type box carries the major brand heic and the picture inside is HEVC-coded, which is exactly what Apple's cameras write. The two extensions are a naming convention rather than a format difference, and renaming often satisfies a fussy application. When an app checks the extension before opening the file, use 3G2 to HEIC so you do not have to rename anything.
No. Setting a Preset Resolution larger than the source multiplies pixels without adding information, so a 320x240 grab pushed to 1080p is the same picture with softer edges and a bigger file. Leave Image resolution on Keep original, and if the destination needs more pixels, accept that a CDMA-handset clip cannot supply them. Scaling downward is the only direction that genuinely helps.
Only if the still is going somewhere that reads HEIF comfortably — an Apple photo library, or a pipeline built around HEVC-coded images. At the resolutions 3G2 files hold, HEIF's compression advantage amounts to a few kilobytes, and it costs you the ability to open the picture almost anywhere. For sharing, uploading or emailing the frame, 3G2 to JPG is the sensible choice.
