This tool transcodes a .3gpp mobile-phone video into MPEG-2, the codec DVD-Video and most legacy broadcast and editing tools expect. Note first: .3gpp is the same container as .3gp — both are the 3GPP format, just written with a longer extension, so a file named either way converts identically. MPEG-2 is the older DVD-era format (.mpeg / .mpg), so this conversion is mainly for feeding old phone footage into DVD-authoring software or legacy editors. DVD-Video discs and many older editing or authoring tools only accept MPEG-2; they will not import a 3GP container directly. Converting to MPEG-2 makes that footage usable in DVD Studio Pro, older Premiere/Final Cut import paths, and consumer DVD-burning suites.
Two honest caveats before you start. First, 3GP/3GPP clips are low-resolution by design — they were built to fit 3G bandwidth, so they are often 176×144, 320×240, or similar. Re-encoding to MPEG-2 cannot add detail the phone never captured; it just re-wraps the existing pixels. Second, MPEG-2 is a less efficient codec than the H.264 or MPEG-4 video that 3GP often holds, so the MPEG-2 file can end up larger than the source even though it looks the same or slightly softer. That trade is worth it only when a tool specifically needs MPEG-2.

No. The conversion re-encodes the same pixels into a new codec — it cannot recover detail that the original 3G phone never recorded. Because 3GP clips are usually low-resolution (often 176×144 to 320×240), the MPEG-2 result will be no sharper than the source, and any re-encode introduces a small amount of generational loss. Use the Very High preset to keep that loss minimal.
MPEG-2 is an older, less efficient codec than the H.264 or MPEG-4 video commonly stored inside 3GP. To hold the same visual quality, MPEG-2 needs a higher bitrate, so the output can be larger than the compact 3G source even though the picture is identical. That is expected behavior, not an error.
DVD players, DVD-authoring and burning software, broadcast-era editing suites, and media players such as VLC handle MPEG-2 natively. It remains the required format for DVD-Video and is still used in ATSC and DVB broadcast workflows, which is the main reason to convert into it rather than out of it.
For everyday playback, web upload, phones, and modern editors, yes — MP4 with H.264 is smaller, sharper-looking at the same size, and far more widely supported. Choose MPEG-2 only when a DVD-authoring or legacy tool specifically demands it. Otherwise use 3GPP to MP4.
