F4V is Adobe's Flash-era video format — an MP4-based (ISO base media) container that almost always holds an H.264 video stream and AAC audio. MPEG-2 is the older ISO/IEC 13818 standard built for DVD-Video and broadcast television. This converter re-encodes the modern H.264 inside your F4V down to MPEG-2 (H.262) video, which is the format DVD authoring and many legacy editing timelines expect.
Be aware this is a down-convert: MPEG-2 is less efficient than the H.264 your F4V already carries, so the output is usually larger for comparable quality and the re-encode introduces some generation loss. If your goal is general playback on modern phones, browsers, and players, convert F4V to MP4 instead — that target keeps H.264 and is closer to a re-wrap than a re-encode.

To get a DVD that plays in a set-top player you still need DVD authoring — building the VIDEO_TS folder structure (IFO/VOB files) and burning it. Standard DVD-Video is 720×480 for NTSC regions and 720×576 for PAL, and the spec caps video at 9.8 Mbit/s.
