This tool re-encodes an MPEG-2 video (the ISO/IEC 13818-2 codec behind DVD-Video and broadcast TV) into F4V, Adobe's MP4-based Flash video container. Worth knowing up front: F4V is a legacy format. Adobe ended Flash Player support on December 31, 2020, and blocked Flash content from running on January 12, 2021, so almost nothing made after that plays F4V natively. Convert here only if a specific legacy Flash workflow still demands the .f4v extension — for a video that plays everywhere, MPEG-2 to MP4 is the right target instead.
F4V is essentially an MP4 file under a Flash-branded extension: it uses the same ISO base media container (MPEG-4 Part 12) and carries the same H.264 video and AAC audio that a modern MP4 holds. The difference is mostly the extension and some Adobe-specific metadata. That means converting MPEG-2 to F4V gives you H.264-in-an-ISO-container that, because of the .f4v extension, is less compatible than the identical MP4 would be — modern browsers, phones, smart TVs, and editors recognize .mp4 but treat .f4v as an unknown legacy type.
So before converting, ask whether you actually need F4V or just need the MPEG-2 video to play somewhere modern. If it's the latter, use MPEG-2 to MP4 — you get the same H.264 video in a universally supported container. Only stick with F4V if you're feeding an old Flash-based player, a legacy CMS, or an archive that expects the .f4v extension specifically.

Technically very close. Both are built on the ISO base media file format (MPEG-4 Part 12) and both typically carry H.264 video with AAC audio — F4V is sometimes informally called "Flash MP4." The practical difference is the .f4v extension plus some Adobe-specific metadata. Because the extension signals "Flash" to most software, an MP4 with identical contents is far more widely recognized. In our testing, an MPEG-2 clip converted to F4V and the same clip converted to MP4 produced near-identical H.264 video streams — the MP4 just played in more places.
This is a re-encode from MPEG-2 to H.264, so it is technically lossy, but at a high Quality Preset or low CRF the result is visually indistinguishable from the DVD/broadcast source. Re-encoding can never add detail beyond what the MPEG-2 source already holds — if the original is a soft 720×480 DVD rip, the F4V will look the same, just in a more efficient codec. To keep quality high, leave the preset on "Very High (Recommended)".
Usually yes, because you're moving from 1990s-era MPEG-2 to H.264, which is roughly 2-3× more efficient at the same visual quality. A DVD-rate MPEG-2 file at 4-8 Mbps can drop to 1-2 Mbps as H.264 with no visible loss. The size reduction comes from the codec change, not the F4V container — you'd get the same savings converting to MP4.
The only honest reasons are legacy: an older Flash-based video player, a content management system that still expects .f4v uploads, an existing archive standardized on the extension, or a course/LMS package that references F4V assets. For every other case — sharing, editing, web embedding, mobile, smart TVs — MP4 is the correct target and gives you the same H.264 video in a container everything supports.
