MPEG-2 is the video compression standard (ISO/IEC 13818-2, also called H.262) used on DVDs and in digital broadcast, usually carried in .mpeg/.mpg files. VOB (Video Object) is the container the DVD-Video format uses inside a disc's VIDEO_TS folder, and it carries that same MPEG-2 video plus AC-3 or PCM audio and optional subtitles and menus. Because your source is already MPEG-2, this conversion is essentially a re-wrap into the DVD container, so the video often does not need a quality-destroying re-encode. One honest caveat up front: a bare .vob file is the video container only — it is not by itself a playable DVD (more on that below).

A .vob is the video container that holds the MPEG-2 stream, but a real DVD-Video disc also needs the full VIDEO_TS structure — .IFO information files for chapters and navigation, and .BUP backup copies — plus DVD-compliant resolution and bitrate. To make a disc that plays in a standalone DVD player, take the VOB into a DVD-authoring/burning program (such as ImgBurn or DVDStyler) that builds the VIDEO_TS folder for you.
Because VOB carries MPEG-2 video and your source is already MPEG-2, the goal is to re-wrap into the DVD program-stream container without re-encoding the picture, which avoids generation loss. A re-encode only becomes necessary when the source resolution, frame rate, or bitrate falls outside DVD-Video limits (for example, an HD MPEG-2 file scaled down to 720×480 or capped at 9.8 Mbit/s).
DVD-Video VOBs support Linear PCM, Dolby Digital (AC-3), DTS, and MPEG audio. AC-3 is the most common because it is compact and universally supported by DVD players; broadcast MPEG-2 files often ship with MP2 audio, which is also valid on PAL DVDs. In our testing, source AC-3 and MP2 tracks pass through cleanly, while less common tracks may be transcoded to a DVD-compatible codec.
The DVD specification caps a single VOB at roughly 1 GiB so the file stays readable across all operating systems and the disc's file system. Content longer than that limit continues into the next numbered VOB (for example VTS_01_1.VOB, VTS_01_2.VOB), and the disc's IFO files stitch them back into one continuous title during playback.
Use 720×480 at 29.97 fps for NTSC regions or 720×576 at 25 fps for PAL/SECAM regions. Keep the combined audio-plus-video bitrate at or under about 10 Mbit/s, with video alone no higher than 9.8 Mbit/s. Sticking to these values keeps the output within DVD-Video tolerances so an authoring tool accepts it without re-encoding.
They overlap heavily: a VOB is essentially an MPEG-2 program stream with DVD-specific additions. The difference is in the extra data — VOB headers carry subtitle subpicture streams, menu/navigation packets, and references that a plain .mpg player may not understand. That is why renaming a .vob to .mpg sometimes plays in a generic player but can drop subtitles or chapter behavior.
