PPM (Portable Pixmap) is an uncompressed still-image format from the Netpbm family — a single bitmap with no animation and no sound. MPEG-2 (ISO/IEC 13818, the codec behind DVD-Video and digital broadcast) is a video format. This converter wraps one PPM picture into a short, silent MPEG-2 clip that holds that single frame on screen for a duration you choose. It does not create motion or add audio — it produces DVD- and timeline-compatible footage from a still.
The realistic reason is authoring and editing, not playback. DVD-Video menus, chapter stills, and broadcast workflows expect MPEG-2 elementary or program streams, so a still title card or background often has to be encoded as MPEG-2 before it can be muxed into a disc or dropped onto an MPEG-2 editing timeline. A PPM is a convenient lossless source for that step because it carries the raw RGB pixels with no JPEG-style compression artifacts to bake in.
What you get is honest about its limits: a fixed picture held for the duration you set (default 5 seconds per frame), with no animation and no audio track. PPM being uncompressed does not add detail to the encoded video beyond the image's own pixel dimensions — MPEG-2 re-encodes the picture either way. If your goal is a clip that plays everywhere on phones, browsers, and modern TVs rather than going onto a DVD, convert PPM to MP4 instead: H.264 in an MP4 container is smaller and far more universally supported than MPEG-2. And if you only need a smaller still image rather than a video, convert PPM to JPG.

Use MPEG-2 only when something downstream requires it — DVD authoring or an MPEG-2 broadcast/editing pipeline. For a clip you want to share or play on phones, browsers, and modern TVs, MP4 with H.264 is smaller and far more widely supported. If that is your goal, convert PPM to MP4 instead.
Two reasons. MPEG-2 is an older, less efficient codec than H.264, so it spends more bits for the same picture, and a longer Image Duration means more encoded frames to hold the still. Shorten the duration or lower the resolution if size matters; for the smallest single image, keep it a still and convert PPM to JPG instead of making a video.
