RM is RealNetworks' legacy streaming container (RealVideo + RealAudio) that almost nothing on a modern device will open. MPEG-2 is the older broadcast-and-DVD video standard. This is a rescue transcode: it decodes hard-to-play .rm content and re-encodes it to MPEG-2, the codec a DVD-authoring app or a legacy editor expects. If you only need general playback on a phone or PC, convert RM to MP4 instead — H.264 is smaller and plays everywhere.

No. Re-encoding can never add detail that was not in the source. Old .rm files were encoded for low-bandwidth streaming, so they are often soft and heavily compressed to begin with; MPEG-2 preserves what is there but cannot reconstruct lost sharpness. Using the "Very High" preset simply avoids adding new compression damage on top of the original.
Set the resolution to 720×480 for NTSC or 720×576 for PAL, and keep the bitrate within DVD limits — MPEG-2 video for DVD typically stays under about 9.8 Mbps for video, with headroom for audio. You can use the Specific file size or Constant Bitrate controls to stay inside that budget, then bring the resulting .mpg into your DVD-authoring software.
The RealAudio track is decoded and re-encoded into an MPEG-2-compatible audio stream so the output plays as a standard MPEG file. The dialogue and music are preserved; only the underlying audio codec changes from RealAudio to a format DVD players and editors understand.
MPEG-2 is an older, less efficient codec, and .rm files were compressed aggressively for slow connections. Transcoding to MPEG-2 at watchable quality almost always produces a bigger file than the streaming-era source. That size is normal — it is the cost of using a DVD/broadcast-compatible format rather than a modern one.
