Does cropping preserve the animation in an animated GIF?

No. The editor crops the GIF as a still image — it works on a single frame, and the download formats (JPG, PNG, WebP, TIFF, BMP) are all static. XConvert doesn't currently offer an animation-preserving crop; if what you need is a smaller animated GIF rather than a reframed one, Compress GIF rescales, palette-reduces, and frame-drops the whole animation while keeping it playing.

Which format should I download the cropped image in?

PNG is the safe default: lossless, and it keeps any transparency from the source frame. WebP gives a smaller file with the same alpha support in modern browsers. The crop box is rectangular only — circular masking isn't part of GIF cropping because GIF transparency is 1-bit (a pixel is either fully visible or fully transparent), so a true anti-aliased circle would have jagged edges.
