DV is the raw camcorder format captured from MiniDV tapes — lightly compressed, frame-by-frame, with uncompressed PCM audio, which is why an hour of footage eats roughly 13 GB. This tool re-encodes that bulky DV into an MPG (MPEG Program Stream) with MPEG-2 video and MP2 audio, the format DVD-authoring suites and legacy editors expect, at a fraction of the original size. It is a lossy re-encode, so keep your original DV captures if you are archiving — the MPG is for sharing, storage, and disc, not as a master.

Size and compatibility. DV is a capture format: it records each frame independently at a fixed ~25 Mbit/s, so an hour of footage is roughly 13 GB and many players and editors will not open a raw .dv stream. Re-encoding to MPEG-2 in an .mpg shrinks the file dramatically and produces the program stream DVD-authoring tools and legacy hardware are built around. If you only want a modern, even smaller file for phones or the web, convert DV to MP4 with H.264 instead.
MPEG-2 by default, which is what DVD-Video and most disc-authoring tools expect. You can switch the Video Codec dropdown to MPEG-1 if you are targeting a Video CD or an older device that specifically requires it. MPEG-2 is the safer general-purpose choice for an .mpg program stream and looks better at standard-definition DVD bitrates.
Some, yes. DV stores every frame independently with DCT compression; MPEG-2 uses predicted frames and re-encodes that footage into a different lossy codec, which always discards a little detail. In our testing, the loss is least visible when you keep the original 720x480 or 720x576 resolution and frame rate and set a high bitrate; it grows if you also downscale or target a small file in the same pass. There is no way to add quality back — the MPG can only match or fall below the DV source.
Yes — that is its strongest use case. An MPEG Program Stream with MPEG-2 video and MP2 (or AC-3) audio is the exact lineage DVD-Video is built on, so the .mpg slots cleanly into authoring tools. For a strict DVD-compliant disc, your authoring program may still re-multiplex the stream and enforce its own resolution and bitrate rules, but starting from MPEG-2 saves it a re-encode.
Usually a large reduction. DV runs at a fixed ~25 Mbit/s, while MPEG-2 at typical DVD bitrates of 4–8 Mbit/s carries comparable standard-definition quality, so a 13 GB hour of DV commonly drops to a few gigabytes. Push the bitrate or Quality Preset lower and the file shrinks further at the cost of visible blockiness; keep it high to stay close to the source.
