A PEF file is a Pentax Electronic File — the proprietary RAW still that Pentax DSLRs write straight off the sensor, holding far more tonal range than a screen ever shows. MPEG-2 (.mpeg2 / .mpg) is the ISO/IEC 13818-2 video standard behind DVD-Video and digital broadcast. This converter wraps one flattened PEF photo into a short, silent MPEG-2 clip — useful as a source asset for DVD authoring or a video-editing timeline. It does not build an animation, and the output carries no audio.

Yes, some range is unavoidably lost. A PEF holds high-bit-depth sensor data, and the conversion demosaics it down to the 8-bit color an MPEG-2 frame can store, then applies lossy video compression. The visible photo can still look good, but the deep highlight and shadow latitude that makes RAW editable does not survive the trip. If you want to keep editing the photo, convert to a high-quality image like TIFF instead.
A PEF is a still photograph — it contains no audio track. The output is a video that simply displays that one frame for the duration you set, so the resulting MPEG-2 clip is silent by design.
No. A single MPEG-2 stream is an elementary video file, not a DVD. Authoring a playable DVD additionally requires a VIDEO_TS folder structure with IFO/BUP navigation files, built by dedicated DVD-authoring software. This page gives you the MPEG-2 source clip that such software can import.
MPEG-2 is older and less efficient than H.264 or HEVC, so for general use a modern codec produces a smaller, cleaner file. This page is for .pef input; if your Pentax RAWs are .dng, use the DNG converter instead.
