Both are dated streaming formats, so this is a legacy-to-legacy re-encode: it will not improve quality, and the output only plays in RealPlayer or FFmpeg-based players like VLC. The realistic reason to want RM is feeding an old RealPlayer-based archive or workflow. If you just want a clip that plays everywhere, convert to MP4 (H.264) instead — that is the right target for almost every modern use.

In most cases, no. Both ASF and RM are legacy formats, and RM is the more obsolete of the two — it needs RealPlayer or an FFmpeg-based player to open and is not supported by browsers or phones. The only good reason to produce RM is compatibility with an existing RealPlayer-based system or archive. For anything you want to play on modern devices, convert ASF to MP4 instead.
No. RealMedia here is encoded with the RealVideo RV10/RV20 codecs, which are based on H.263 — an older standard than the WMV codec inside most ASF files. Re-encoding from one lossy format to another can only preserve or reduce quality, never add detail that was not in the source.
The RM output uses RealVideo RV10/RV20 for video, with the audio codec selectable (RealAudio 1.0, AAC, or AC3).
