An F4V holds H.264 video with AAC audio inside Adobe's Flash container, and nothing modern will open it since Flash Player was retired. The question is what to convert it into. .mpg gives you an MPEG program stream with MPEG-2 video — the thing DVD authoring tools, set-top boxes, kiosks, and legacy editing suites accept without argument. The short answer: pick MPG when a specific piece of old hardware or software has to read the file, and pick MP4 for everything else, because MPEG-2 costs you roughly double the bitrate for the same picture.

Both write an MPEG program stream with the same codec choices, the same defaults, and the same options; the three-letter form is a holdover from MS-DOS filename limits. Usually, yes. Your F4V holds H.264, which needs roughly half the bitrate of MPEG-2 for a comparable picture, so re-encoding to the older codec costs bits rather than saving them. On top of that, MPEG-2 will not encode below a minimum bitrate tied to the frame size — about 2 Mbps for standard definition and around 7.5 Mbps at 1080p — so a lightly-encoded web F4V can easily come out larger. Lower the resolution or set an explicit bitrate if size matters.
MPG only when something specific demands it: a DVD-authoring pipeline, a legacy broadcast or kiosk system, or an editor that reads program streams. For everything modern, MP4 is the better answer — smaller files, universal playback, and no generational step backwards, since the H.264 inside your F4V is already what MP4 wants. MP2 is the default and the safest choice for program streams and PAL DVD players. AC3 is the standard NTSC DVD audio track and is decoded by essentially every home-theatre receiver. DTS is available for systems that specifically ask for it, and MP3 is fine for software playback but sits outside the DVD-Video specification, so a disc player may show picture with no sound.
No — this conversion writes video and audio only. Chapters, menus, and DVD subpicture subtitle streams are added later by authoring software when it builds the VIDEO_TS structure, not by the encoder that produces the stream. If your F4V had burned-in captions painted into the picture, those remain visible because they are part of the video itself.
Switch Video Codec to MPEG-1 and set the frame size explicitly with Width x Height — Video CD expects roughly 352x240 for NTSC or 352x288 for PAL at about 1.15 Mbit/s, with MP2 audio. The Preset Resolutions list sets a height and derives the width from your source's aspect ratio, so it will not land on those exact dimensions on its own. Unless you are genuinely burning a VCD, stay on MPEG-2.
Not really. Archiving favours efficiency and future compatibility, and MPEG-2 is weak on both — larger files, no modern quality controls, and shrinking software support outside the DVD world. Keep MPG for the device that requires it and archive from the original F4V into H.264, which is what the footage already is.
