DivX is a compact MPEG-4 Part 2 (ASP) video, almost always in an AVI container with MP3 audio. VOB is the DVD-Video container — an MPEG-2 program stream with AC-3, MP2, or LPCM audio — that standalone DVD players actually read. Convert DivX to VOB when you want to author a disc for an old DVD player that won't touch a DivX file. Just know two things up front: the conversion re-encodes from MPEG-4 to MPEG-2, so the file usually gets larger, and a single .vob is not a playable DVD by itself — you still need a DVD-authoring step.

Usually, yes. DivX uses MPEG-4 Part 2, which is more efficient than the MPEG-2 codec required by VOB, so re-encoding to DVD-Video typically increases the file size even at similar visual quality. That's the trade-off for getting a stream a standalone DVD player can read.
Not on its own. A playable video DVD needs the full VIDEO_TS folder — the VOB files plus the IFO navigation files and their BUP backups. Import the VOB into DVD-authoring software (DVD Flick, ImgBurn, or Nero) to generate that structure and burn a compliant disc.
The DVD-Video specification only allows MPEG-2 (and MPEG-1) video — DivX's MPEG-4 ASP isn't part of the standard. Some players carry a "DivX Certified" logo and can read DivX directly, but most older set-top players can't, which is exactly why converting to MPEG-2 VOB helps.
Use 720×480 for NTSC (North America, Japan) or 720×576 for PAL (most of Europe and Asia) — those are the frame sizes the DVD-Video spec defines. In our testing, leaving a 16:9 DivX at its original resolution and letting the authoring tool downscale to 720×480 produced a clean anamorphic widescreen DVD.
It's a re-encode, so there's some generation loss going from MPEG-4 to MPEG-2. Keeping the bitrate high (close to the ~9.8 Mbit/s DVD ceiling) minimizes it, but you'll never gain detail the source DivX didn't already have. If you don't actually need a DVD, converting to MP4 avoids forcing the less-efficient MPEG-2 codec.
DVD-Video doesn't support AAC. The spec allows AC-3 (Dolby Digital), MPEG-1/2 Layer II, LPCM, and DTS — so the converter re-encodes the DivX file's MP3 track into a DVD-compatible codec rather than passing it through.
