An .m2v is an MPEG-2 video elementary stream — the codec defined by ITU-T H.262 and ISO/IEC 13818-2, written out with nothing wrapped around it. No container, no index, no programme timing, and no audio: a stream probe on an .m2v reports no duration at all, because there is nowhere in the file to record one. A VOB is the MPEG-2 program stream DVD-Video uses, complete with pack headers, timing and the ability to interleave audio alongside the picture.
That makes this the tidiest conversion in the DVD family — your video is already in the exact codec a disc requires, so nothing has to change format-wise. It also makes it the one with the biggest gap between what the tool produces and what you need: the VOB comes out silent, because the source has no soundtrack to carry. We converted a 720x480 .m2v and the result was a program stream with one video track and no audio track at all.
If the .m2v came out of a DVD-authoring or MPEG-2 editing workflow, the sound was mastered as a separate file at the same time — typically .ac3, .mp2 or a .wav. Reuniting them is a job for the authoring tool, not for a single-file conversion.

The row that catches people is the audio one. The Audio Codec control still renders on this page — it is shared across every video target — and it opens on MP2. Whatever you select there has no effect, because there is no audio in the source to encode. Do not read the silent output as a bug in the conversion.
MPEG-2 has no CRF mode, and the converter handles that in a way worth knowing before you spend time on a slider that is not connected to anything.

The resolution-derived minimum matters even when you are using the modes that do work, because it silently raises anything you ask for below it:

At a DVD raster that floor is generous — 2 Mbit/s is below what you would choose anyway — so it rarely bites here. It becomes the whole story on high-definition sources, which is why an off-spec HD .m2v should be brought down to a DVD raster rather than encoded at 1080p.
Because the .m2v had none. An MPEG-2 video elementary stream stores coded picture frames and nothing else — there is no audio track, no subtitle track and no metadata alongside them. Whatever produced the .m2v almost certainly wrote the audio as a separate .ac3, .mp2 or .wav file at the same time. Import both into your DVD-authoring software and it will interleave them into the finished disc.
Not on this page — it takes one input file and writes one output file. Multiplexing separate video and audio assets is precisely what DVD-authoring software does, so do it there: DVDStyler and similar tools take an .m2v plus an .ac3 or .mp2 and build the VIDEO_TS structure around them. That path also avoids the re-encode this page performs.
No. A VOB is the video object — the payload. A disc that boots in a living-room player also needs a VIDEO_TS folder containing IFO navigation files and BUP backups, which authoring software generates. Burning a bare .vob to a disc produces something a computer can open and a set-top player will not.
No. The server always re-encodes; nothing is copied through, even when the input and output codecs match. You are paying a generation of MPEG-2 loss for the container change. Set a bitrate at or above what the source used — Variable Bitrate at 6 to 8 Mbit/s for a DVD-raster stream — and the loss is hard to see, but it is real.
Because an elementary stream has nowhere to record one. There is no header describing the programme, no timestamps, no index — just coded frames back to back. Players and probes have to guess the frame rate or be told it. That is the main practical reason to put an .m2v into a container at all, and it is what a program stream fixes: pack headers carry clock references and presentation timestamps so tools know how fast to run the picture.
Only if something specifically requires it. DVD-Video permits MPEG-1 video, and it is what Video CD used, but it is a significantly weaker codec and you would be re-encoding your MPEG-2 source down into it for no benefit. Leave the control on MPEG-2, which is both the disc standard and what your file already contains.
Whatever DVD-Video specifies for your television standard: 720x480 at 29.97 fps for NTSC, 720x576 at 25 fps for PAL, plus the 704 and 352-wide variants the specification also allows. If your .m2v was authored for a disc it already matches one of those and Keep original is correct. If it was authored at some other size — an HD MPEG-2 master, for instance — set Width x Height explicitly to a DVD raster.
At about 5 Mbit/s, a bitrate that keeps standard-definition MPEG-2 clean, a 4.7 GB DVD-5 holds roughly two hours and a dual-layer DVD-9 roughly four. Push toward the specification's 9.8 Mbit/s video ceiling for the best picture and you get closer to an hour on a DVD-5. A single VOB file is capped at 1 GiB regardless, so longer titles are split across numbered files by the authoring software.
Almost certainly, unless you are authoring a physical disc. M2V to MPG keeps the same MPEG-2 codec in an ordinary program-stream container that general software handles more happily, M2V to MP4 gives you a far smaller H.264 file that plays everywhere, and M2V to TS is the choice for broadcast, IPTV and HLS chains.
