This page re-encodes a .3gpp clip — the small mobile container 3GPP specified in TS 26.244 for 3G-era handsets — into a .mpeg file, which is an MPEG program stream: the multiplexed audio-and-video format that Video CD, DVD-Video, and a generation of desktop editors and capture cards were built around. It is a conversion between two legacy formats, and worth doing when something on the receiving end genuinely expects MPEG.
If nothing does, the honest recommendation is MP4. It is smaller, plays natively on every current phone, browser and TV, and is on every upload allow-list — 3GPP to MP4 is that conversion. Read on if MPEG is what you actually need.
The .mpeg and .mpg extensions identify an MPEG program stream: elementary video and audio streams multiplexed into one file with the packet and timestamp structure defined in MPEG-1 Part 1 (ISO/IEC 11172-1) and MPEG-2 Part 1 Systems (ISO/IEC 13818-1, also published as ITU-T H.222.0). Program stream was designed for reasonably reliable storage such as discs and hard drives; its sibling, transport stream, is the loss-tolerant variant used for broadcast.
That means "MPEG" names a container plus a codec family rather than a single format, and a .mpeg file can hold MPEG-1 or MPEG-2 video. Our MPEG output is written as MPEG-2 video with MP2 audio unless you change it, which is the pairing DVD-era software and hardware expect.

No. The clip was captured at a cellular bitrate at 176×144 or 320×240, and that is the ceiling on detail forever after; re-encoding to MPEG-2 adds a lossy generation rather than removing one. Choosing a DVD-sized preset under Video resolution does not sharpen anything — it enlarges soft pixels. Leave the resolution alone and let the player scale.
It is re-encoded. AMR is a 3GPP speech codec with no place in an MPEG program stream, so the audio is converted — to MP2 by default, the Layer II codec the MPEG world standardised on. Intelligibility is preserved, but AMR-NB sampled at 8 kHz across roughly the telephone speech band at 4.75–12.2 kbit/s, and nothing can add back frequencies the handset never recorded. Clips that stored AAC instead of AMR keep more of their original range.
Because the two formats were designed for opposite constraints. 3GPP squeezed video down to fit 3G cellular links; MPEG-2 was engineered for disc and broadcast bitrates in the megabits per second, and even its efficient settings sit well above what a feature phone used. Expect growth, and manage it with a lower Quality Preset, "Target file size (%)" or "Specific file size", or by shrinking the result afterwards with the video compressor.
MPEG-2 for anything modern that still speaks MPEG — DVD authoring, DVB, capture-card software — which is why it is what we write by default. MPEG-1 only when you are targeting Video CD or a player old enough to predate MPEG-2, since MPEG-2 decoders read MPEG-1 streams but not the other way round. MPEG-1 is also progressive-only, which is irrelevant for a phone clip that was progressive to begin with.
Yes — two extensions for the same MPEG program stream, one truncated for the old DOS-era three-character limit. Some applications prefer one spelling, so if a program refuses the file it is worth renaming rather than reconverting. Neither extension tells you whether the video inside is MPEG-1 or MPEG-2; only the stream does.
Yes, though it is another lossy generation: MPEG to MP4 re-encodes a program stream into MP4, which is the sensible move once a DVD-era file needs to play on a phone or in a browser. If you have both the original .3gpp and the .mpeg, convert from the .3gpp — every re-encode from a re-encode compounds the losses.
