Turn an old .3gpp (or .3gp) phone clip into an .mpeg program stream that standard desktop players, DVD-authoring tools, and legacy editors expect. A 3GPP file is the small 3G-era mobile container — low-resolution H.263 or MPEG-4 video with AMR speech or AAC audio — so this is a real re-encode between two legacy formats, not a rename. It cannot sharpen the source (there is nothing to upscale into), but it does get an old recording into the broadly playable MPEG family. If your clip is going to any device made in the last decade, convert 3GPP to MP4 instead — MP4 plays everywhere and is not deprecated.

No, and no online tool can change that. The source 3GPP was encoded at cellular bitrates (often 64-256 kbps) at 176×144 or 320×240, so the detail simply is not there to recover. Converting to MPEG enlarges the picture into a more playable container but does not add sharpness — pushing the resolution to DVD size just stretches blurry pixels. For old phone footage, the honest choice is to keep the MPEG output at or near the source resolution and let the player upscale.
3GPP voice clips usually use AMR-NB, a narrowband speech codec (roughly 200-3400 Hz, 4.75-12.2 kbit/s) that 3GPP adopted for cellular calls. AMR cannot be carried inside an MPEG program stream, so the audio is re-encoded — by default to MP2, the DVD-compliant audio codec. Speech clarity is preserved, but no tool can restore the higher frequencies AMR-NB discarded at capture time. If the original 3GPP held AAC music instead, you keep more of the original range.
3GPP files are tiny because they target cellular bandwidth — a two-minute clip can be just a few megabytes. MPEG-2 was written for TV-quality playback at multi-megabit bitrates, so the same clip can be many times larger. To shrink it, lower the Quality Preset, set a Specific file size in MB, or choose a Variable Bitrate. You are trading file size for broad player compatibility.
For almost everyone, MP4 is the better target — it is universal, smaller, and hardware-decoded on every modern device. MPEG only wins in narrow cases: DVD-Video authoring (where MPEG-2 is the required codec), DVB broadcast ingest, and patent-free redistribution (MPEG-1 and MPEG-2 patents expired in 2003 and 2018). If none of those apply, convert 3GPP to MP4 instead.
Yes. .3gpp and .3gp are the same 3GPP container under the video/3gpp media type — the longer extension is just an alternate spelling some phones and apps used. Drop either one into the upload area and it converts to MPEG with the same options.
In our testing, a short QVGA 3GPP clip converted to MPEG-2 at default quality grew to roughly 20-40× its original size, because MPEG bitrates dwarf cellular ones. There is no sign-up and no per-file count cap; the practical limit is your upload size and connection speed.
