MPEG-2 is the DVD-and-broadcast video standard (ISO/IEC 13818, also known as H.262), usually carrying standard-definition footage in a .mpeg or .mpg file. AVCHD is the consumer HD camcorder format Sony and Panasonic introduced in 2006: H.264/AVC video with AC-3 or LPCM audio, wrapped in an MPEG-2 transport stream and saved as .mts or .m2ts. This converter transcodes the MPEG-2 video to the AVCHD (H.264) stream so it slots into an AVCHD-authoring tool or a camcorder/player library that expects that format.
One honest caveat up front: converting standard-definition MPEG-2 to AVCHD does not make the footage true HD. Upscaling stretches existing pixels — it cannot recover detail the original DVD or broadcast capture never recorded. AVCHD is just the output wrapper here, not a quality upgrade. If you only need a file that plays everywhere, MP4 (H.264) is simpler and more universal than AVCHD.

AVCHD is a strict specification that allows only Dolby AC-3 or uncompressed linear PCM audio. If your MPEG-2 file carries MP2 audio — common on DVDs and broadcast captures — it has to be re-encoded to a compliant track so the output plays in AVCHD-aware players and authoring tools. MPEG-2 that already uses AC-3 is closer to spec, but a re-encode may still happen to meet AVCHD's sampling and channel rules.
.mts file the converter produces a playable AVCHD disc?Not on its own. A bare .mts or .m2ts is just the AVCHD video stream. For camcorder or Blu-ray player playback you need the full BDMV/AVCHD folder structure — the BDMV and STREAM directories with their index and playlist files — which an AVCHD-authoring application builds around the stream. The file from this converter is the stream you feed into that authoring step or import into a non-linear editor.
For general playback and sharing, yes. MP4 with H.264 video plays on virtually every phone, browser, and TV without the AVCHD spec's audio and folder-structure constraints. Choose AVCHD only when a specific tool, camcorder, or disc-authoring workflow asks for it; otherwise convert MPEG-2 to MP4 is the simpler target.
Usually, yes. AVCHD uses H.264/AVC, which is a generation newer than MPEG-2's H.262 and is more efficient at a given quality. In our testing, re-encoding a standard-definition MPEG-2 clip to AVCHD at the same visual quality produced a noticeably smaller file, because H.264 packs the same frames into fewer bits. The trade-off is that any re-encode is lossy, so keep the quality preset high if you plan further editing.

AVCHD's H.264 stream in an MPEG-2 transport stream is a standard import format for Premiere Pro, Final Cut Pro, and DaVinci Resolve, which is one of the main reasons people target it from a camcorder workflow.
