OGV is the Ogg video container from the Xiph.Org Foundation, usually holding Theora video with Vorbis audio — an open, royalty-free format built for the early HTML5 web. ASF (Advanced Systems Format) is Microsoft's container, the wrapper that underpins Windows Media Video (WMV) and Windows Media Audio (WMA). This conversion exists for one practical reason: feeding an open-web Ogg video into a Windows Media Player or Windows-only workflow that expects .asf. It is a lossy re-encode, so it will not improve quality — if your clip just needs to play everywhere, OGV to MP4 is the better target.

Re-encoding can never add detail that was not already in the source, and any transcode can soften the picture slightly. The goal of this conversion is compatibility with a Windows workflow, not a quality gain.
Not quite — ASF is the container, and WMV is a video codec that usually lives inside it. A .wmv file is an ASF file whose video stream is Windows Media Video, and a .wma file is an ASF file holding Windows Media Audio. Because ASF is the underlying wrapper, this tool can also place H.264, MS MPEG-4, or MPEG-4 inside the .asf output, though WMV 2 is the most compatible choice for Windows Media Player.
Google removed the Theora codec from Chrome 123 in March 2024, citing a rise in attacks against legacy media formats and negligible usage. The Ogg container itself still works, but a Theora-encoded .ogv will not decode in current Chrome without a polyfill. Converting to a Windows Media file (ASF) or, more broadly, to OGV to MP4 sidesteps the dropped codec entirely.
Windows Media Player opens .asf natively on Windows. On macOS, Linux, or for guaranteed playback anywhere, VLC and PotPlayer both handle ASF without plugins.
