If you have an old .rmvb file that modern players or browsers refuse to open, converting it to .mpeg makes it playable on DVD-era hardware and broadcast-style players. Two anchors worth knowing: DVD-Video caps the video stream at roughly 9.8 Mbps and the whole multiplexed stream at 10.08 Mbps, so there is no point exceeding that if the file is destined for a disc. And because RMVB was designed to be small, most sources sit well under 1 Mbps — matching that number in MPEG-2 will look worse than the original, which is why the middle rows of the table are the realistic targets.
No. RMVB is already a compressed, low-bitrate format, so the original detail is fixed. Converting to MPEG-2 re-encodes that existing picture; it makes the video playable on more hardware but cannot add back detail that RMVB discarded. Avoid setting the output bitrate higher than the source expecting a sharper result — it only inflates the file.
