No. AV1 is a much more efficient codec, but it can only preserve the detail already present in the 3GPP source — it cannot recover what the original low-bitrate, low-resolution capture discarded. The benefit is a much smaller file at the same visual quality, not a sharper picture. If the clip looks soft or blocky, that is baked into the source. Leave Video resolution at Keep original; upscaling a 176×144 clip just stretches the same pixels into a bigger file.
AV1 uses far more complex compression tools — large flexible block partitions, many prediction modes, and refined motion estimation — to squeeze out redundancy, and that analysis is CPU-intensive. AV1 encodes are often several times slower than the legacy H.263/MPEG-4 codecs inside a 3GPP. For a one-off archive the wait is usually worth the size savings; if you need a quick, broadly playable result instead, convert 3GPP to MP4 with H.264 encodes much faster.
Software playback is broad: VLC, MPV, and current Chrome, Firefox, and Edge all decode AV1 — about 93% of tracked browsers support it. Safari has partial support from version 17, with hardware decode on Apple Silicon. Dedicated AV1 hardware decode is newer (Intel 11th-gen and Arc, NVIDIA RTX 30/40, AMD RDNA2+, Apple A17 Pro and M3, Snapdragon 8 Gen 2). Older phones, TVs, and DVD-era players have no AV1 decoder at all — for those, convert to MP4/H.264 instead.
It is decoded and re-encoded to Opus by default for AV1 output, kept in sync with the video. AMR is a low-bitrate voice codec, so the audio was never high fidelity to begin with — Opus preserves what is there without bloating the file. If you only need the sound from an old voice clip, convert 3GPP to MP3 rather than wrapping it in a video codec.
It depends on the source bitrate, but the savings are real. In our testing, a 30-second QVGA (320×240) 3GPP clip re-encoded at the default Preset to an AV1 file well under half the original size, with the picture and voice audio unchanged from the source. To hit an exact target instead, switch from Preset to Specific file size and enter a size in MB.
