An .f4v is Adobe's Flash MP4 — an ISO base media file, the same foundation as MP4, with Flash-specific metadata. Support arrived with Flash Player 9 Update 3 in December 2007, precisely so Flash could stream H.264 video and AAC audio properly after the older FLV structure ran out of room. A VOB is the MPEG-2 program stream DVD-Video uses, a specification finalised in 1996.
Converting between them means going backwards across roughly a decade of codec development and, in almost every case, downward in resolution as well. This page is honest about what that costs, because two of the three things that go wrong here are decided before you press Convert.
DVD-Video is a standard-definition format. It lists four legal NTSC rasters and four legal PAL ones, and 1920x1080 is not among them — high definition is not part of the specification at all. This converter will still let you through: we fed it a 1920x1080 F4V and got back a perfectly well-formed MPEG-2 program stream that was also 1920x1080, and no DVD player on earth would accept it as disc content.

Set it with Width x Height rather than a width alone, so the frame is the exact shape a disc expects. Your web video's own aspect will not always match: a 16:9 F4V mapped onto 720x480 relies on the DVD's display-aspect flag, which you set in the authoring tool, not here.
There is a second geometry point with no control on this page: frame rate. DVD-Video runs at 29.97 fps for NTSC and 25 fps for PAL. There is no frame-rate control on a video-to-video conversion here, so the source rate carries straight through — we measured a 30.000 fps F4V arriving in the VOB as 30.000 fps, which is not a DVD rate. Web exports at 30, 24 or 15 fps are common, and the authoring tool will have to convert or reject them. If your authoring software is fussy, set the frame rate correctly when you export the F4V's source material, or convert to a DVD-legal rate in a desktop editor first.

Because the source is AAC and the output cannot be, there is no configuration that avoids re-encoding the audio. Choose MP2 unless you have a specific reason to want Dolby Digital.
MPEG-2 is not efficient at low bitrates, and the converter refuses to try: any rate you ask for below a resolution-derived minimum is raised to that minimum before encoding.

At a DVD raster this never gets in the way — 2 Mbit/s is below anything you would choose for a disc. It is the reason not to leave an HD source at its native size, though: encode 1080p and the floor alone puts you near the disc's total bitrate budget, before you have added audio. As a check on the same point, asking a plain MPEG-2 encoder for 1 Mbit/s at 1080p in our test produced roughly 4 Mbit/s anyway — the codec simply cannot deliver that picture at that rate.
Two rate-control modes on this page do not do what their labels imply on an MPEG-2 target. Constant Quality and Constraint Quality both accept a number and then discard it, because MPEG-2 has no quality-based mode; the encode falls back to the resolution minimum above. Stick to Constant Bitrate, Variable Bitrate or Specific file size. The default Quality Preset does work, but it scales the source bitrate rather than targeting a quality level — from 1.50x at Highest down to 0.30x at Lowest, with the default "Very High" rung asking for 1.32x.
A .vob is the video object, not a disc. A player in a living room expects a VIDEO_TS folder with IFO navigation files and BUP backups beside the VOBs, plus menus and chapter marks — all of which authoring software builds. DVDStyler handles the authoring and ImgBurn the burn, both free. That step is also where you set the display aspect to 16:9 and where separate titles are assembled into one disc.
If the goal is not a physical disc, this is the wrong page entirely. F4V to MP4 keeps the H.264 the file already contains and produces something that plays on phones, browsers and smart TVs at a fraction of the size, and F4V to MPG gives you MPEG-2 in an ordinary program-stream container if a tool wants the codec without the DVD packaging.
Because DVD-Video has no high-definition mode. The specification lists 720x480, 704x480, 352x480 and 352x240 for NTSC and the matching 576-line rasters for PAL, and nothing above them. A 1920x1080 MPEG-2 program stream is a valid file and a player will not touch it as disc content. Set Width x Height to a legal raster before converting.
Yes, and in two ways at once. H.264 is decoded and re-encoded into MPEG-2, which is a considerably weaker codec, and on an HD source the frame is also scaled down to standard definition. At 6 to 8 Mbit/s the MPEG-2 encode of a standard-definition frame holds up well on a television, but there is no configuration where this route is lossless. Keep the .f4v if it is your only copy.
29.97 fps if the disc is NTSC, 25 fps if it is PAL. This page has no frame-rate control, so whatever the F4V runs at is what the VOB runs at — a 30.000 fps web export stays 30.000 fps, which is not a DVD rate. Authoring software will either convert it or refuse it, so it is worth getting right upstream if you have the option.
Adobe ended support for Flash Player on 31 December 2020, but that only affects playback inside the browser plug-in. The .f4v file itself is an ISO base media container holding ordinary H.264 and AAC, so VLC, ffmpeg and this converter all read it without any Flash component. Your files are not stranded — they just need a different player.
Because the Audio Codec control is shared across every video target on this site, and MP3 is valid in most of the others. On a VOB it is not: DVD-Video permits Dolby Digital, MPEG-1 Layer II, linear PCM and DTS. If you pick MP3, the file will still be produced and a player will simply ignore the audio track. MP2 is preselected precisely to avoid this.
Convert each .f4v separately here, then import all the resulting VOBs into your authoring tool, which is where titles, chapters and menus are assembled. Watch the total rather than the individual files: at about 5 Mbit/s a 4.7 GB DVD-5 holds roughly two hours. A single VOB file is capped at 1 GiB, so long titles get split into numbered files during authoring.
Variable Bitrate for most material, because it spends bits where the picture is complex and saves them on static shots — with the target at 4 to 6 Mbit/s and the ceiling under the specification's 9.80 Mbit/s limit. Constant Bitrate is the more predictable choice when you are planning exactly how much fits on a disc, since the file size follows directly from rate times duration.
Yes. VLC and MPV open a bare .vob directly, which is the quickest way to check the resolution, the audio and the general look before committing to an authoring pass. What you cannot check that way is disc navigation, because none of it exists yet — that is created when the VIDEO_TS structure is built.
Yes. Open Trim, which starts on "Unchanged", and set a start time and a duration. Only that segment is encoded, so it is both faster and smaller than converting the whole file. For repeated cutting work on files you already have, Video Cutter is the more direct tool.
