.mpeg2 and .mpeg describe the same thing from two angles. .mpeg2 is an explicit label some capture and authoring tools write to flag MPEG-2 content, while .mpeg is the conventional name for an MPEG program stream — the container defined by ISO/IEC 13818-1 (ITU-T H.222.0). This converter writes your source into a standard .mpeg program stream so players, editors, and ingest tools that filter on the more widely recognized extension will accept it. By default the video stays MPEG-2 (ITU-T H.262), so it is a re-wrap and relabel, not a drop to the older MPEG-1 codec.

No. The Video Codec for .mpeg output defaults to MPEG-2 (ITU-T H.262), the same coding your source already uses. The job re-wraps the stream into a standard .mpeg program stream rather than down-converting to MPEG-1. You would only get an MPEG-1 result if you manually changed the Video Codec to MPEG-1 — and for an MPEG-2 source there is no quality reason to do that, since MPEG-1 caps practical resolution near 352×240 (SIF).
.mpeg is a container extension for an MPEG program stream and says nothing on its own about which codec is inside — it can carry MPEG-1 video, MPEG-2 video, or both. .mpeg2 is a less common, descriptive extension some tools use to flag that the contents are MPEG-2. Converting .mpeg2 to .mpeg keeps the MPEG-2 video and gives the file the extension that DVD authoring tools, broadcast ingest software, and desktop players recognize most reliably.
It runs the file through a real encoder, not a rename. That guarantees the output is a valid program stream with correct timestamps regardless of how the input was muxed. If the source is already a clean MPEG-2 program stream, the result is effectively a faithful re-wrap at the same codec — and there is no upscaling, so a standard-definition source stays standard definition.

The only quality variable is the File Compression setting you choose: leaving "Very High (Recommended)" or "Specific file size" at a generous bitrate preserves the picture, while targeting a small file size or a low Constant Bitrate forces the encoder to discard detail. For PAL DVDs and most DVB-S/T workflows, MP2 (MPEG-1 Audio Layer II) is the safe default and is accepted as a primary track on PAL discs. NTSC DVD-Video requires at least one LPCM or AC-3 (Dolby Digital) track, with MP2 allowed only as an extra — so switch the Audio Codec dropdown to AC-3 if an NTSC authoring tool rejects an MP2-only file.
Stay inside the DVD-Video envelope: 720×480 at 29.97i (NTSC) or 720×576 at 25i (PAL), with peak video bitrate at or below 9.8 Mbit/s. A practical sweet spot is roughly 5–6 Mbit/s VBR for about two hours on a single-layer DVD-5, rising to 7–8 Mbit/s for shorter or high-motion content. Set these under Resolution and the File Compression bitrate controls before converting.
Yes. Open Trim → Time Range to cut by start and duration, and use Preset Resolutions or Width x Height to rescale during the same conversion. If trimming is the main goal, Trim MPEG is more focused; to make the file smaller without changing the extension, use Compress MPEG; and if you want a modern, web-playable file, MPEG to MP4 re-encodes to H.264 in an MP4 container.
